SEWAGE PLANT UPDATE!! Clermont Co. hired BBS Corp. to determine plant design & location. BBS hosted a workshop on May 13 to present their position. They gave guidelines for our input. The workshop demonstrated that the cards are stacked against Miamiville . The county will submit a location with plant sketch to EPA by July!!!! May 13 Sewage Plant Location Workshop Summary Participants: BBS Corporation Clermont County Administrator Clermont County Utilities Director Clermont County Health Department Miami Township Administrator Ohio Department of Natural Resources Ohio EPA Little Miami Incorporated Boy Scouts of America Bramblewood Homeowner’s Association Miamiville Civic Association We were shown six possible locations. Each group’s job is to assign a weight to each criterion for each location. We were given no details or facts on the area surrounding each location. Three are in Miamiville: two at the bottom of Wards Corner Road, and one on 126 at the Lake Remington Trailer Park. We don’t believe this is a real option since the county previously told us that would discharge too close to the Sycamore Plant. One is on Boy Scout Property; one on Little Miami Inc. property. One is on the opposite side of I-275 with a house under construction. There is a form on which we are to give feedback by June 4th. Not all on the criteria in the 10 state standards are being considered, as they should. Proximity to residential areas was not even listed as a consideration. We asked that that it be added. The criteria included many political considerations such as ease of acquiring property, accessibility for construction, etc. We don’t care about those points since the county considers all those before they ever get this far with the process. The county pulled out the 1996 Harza study map which eliminates sub-sections 8-12 from consideration. They state that they are now considering pumping those sections to the East Fork plant. We don’t believe this since they admit that they continue to have serious problems with the lower East Fork plant, and want to relieve the load there, and because they won’t consider reducing the size of the plant, and have not withdrawn their application to discharge to the Miamiville stream. Each group gets only one vote on weighting the criteria for each site. Only three groups who are not governmental bodies besides Little Miami Inc, get a vote: Bramblewood Homeowner’s Association, MCA, and the Boy Scouts. This pits all the non-governmental groups against each other. Votes also go to Cler. Co Administrator, Cler. Co Utilities, Cler. Co Health Dept, & Miami Twp Administrator. We feel very strongly that the county already has 95% of the influence over location, and this voting process will result in yet another biased decision: garbage in - garbage out. Only citizens and property owners who are directly affected by location of the sewage plant should have a vote! Miami Twp administrator Dave Duckworth stated that he does not care where the plant goes even though he knows the position of Miamiville citizens. It appears that his position will not be in our favor. We told BBS representatives and David Spinney, Clermont County Administrator, that this is a very unfair process and we will are not satisfied with this very restrictive type of input. We asked for them both to attend our May 22 general membership meeting and give us a real opportunity to offer our feedback and concerns. Please attend on May 22!
