The Miamiville Civic Association submits that Horner's Run be considered as a reasonable, logical and cost effective alternative to Miamiville for the location and construction of a regional Waste Water Treatment Plant.

1. Place the plant at Horner's Run to service sub-basins 1-12, with an
   option to convey sub-basins 1-3 to Polk Run WWTP.

2. Turn the Wards Corner WWTP into a Lift station to pump up Ibold Road
   to the Price Road intersection and naturally drain into the Horners
   Run basin. This should eliminate the Cook Road, Weber's Crossing,
   Bramblewood and Wood Bridge lift stations which should naturally drain
   into the Horner's Run sub-basin.

3. Horner's run is the most central discharge point between Sycamore WWTP
   and Lower East Fork WWTP.

4. The suggested site at Horners Run based upon the Harza and B&V studies
   places the site in a non-residential area of minimal aestethic impact
   to residences of Miami Township.

5. Long range plans propose to reduce the load on Lower East Fork WWTP.
   By placing the proposed new WWTP at Horner's Run, this can be
   implemtented more cost effectively, processing more GPD sooner for
   sub-basins 7-12.

6. Horner's Run is the natural drainage tributary for sub-basins 8 thru 12    and some of 7.

7. The most serious location in the planning area which shows persistant    bacteria in dry and wet weather is mainstream Horner's Run below Wood    Creek subdivison. This problem could quickly be resolved with a plant    at Horner's Run.

8. If trenching across Horner's Run or smaller tributaries in the area is    objectionable, those places could be bored underneath for pipe    installation.
